Introducing the VET Business Index: A Strategic Compass for Today's Vocational Education and Training Providers

The BT4VET partnership is pleased to present the VET Business Index, a groundbreaking tool designed to help vocational education and training (VET) providers navigate an increasingly complex and competitive landscape in education and workforce development.

Built on a solid structure of 15 practical, measurable indicators, the VET Business Index offers a clear framework for assessing the health, performance and readiness of VET institutions to operate as market-oriented service providers. The tool is divided into three strategic dimensions, each reflecting a key area of operation:

  • Revenue indicators — These assess financial growth and marketing effectiveness, including measures such as growth rate, customer acquisition cost (CAC) and return on marketing investment (ROMI). They help VET providers understand how successfully revenue is being generated and whether advertising and marketing activity is paying off.

  • Retention indicators — These focus on loyalty, engagement and satisfaction. The set includes Net Promoter Score (NPS), customer retention rate (CRR) and churn rate (CR). They help institutions track how well they are retaining learners and partners.

  • Operational efficiency indicators — This dimension covers efficiency, internal processes and the performance of staff management. Measures such as revenue per employee, staff turnover and investment in staff training give an insight into how well resources are being managed and optimised.

The aim of the index is to give a clear, usable picture of where an organisation currently stands — and where it has room to grow. For many VET providers, the path towards financial sustainability, innovation and social impact begins with a better understanding of their own operational foundations. This tool offers exactly that, without requiring in-depth business expertise.

Whether the goal is to attract new funding, expand the range of services offered or demonstrate added value to stakeholders, the VET Business Index gives providers the right data to make well-informed decisions.
